Today added a small update to Club Penguin. No one saw it coming because it wasn't announced or anything. Before today to call Flare, the Elite Puffle you had to use the EPF spy phone to do it. Club Penguin added the Elite Whistle to your hand items in your inventory! :O

That's really cool, but to some people it doesn't matter - using the spy phone is way quicker for me, atleast, because I have so many hand items! Haha... Anyway...
